3. LEADERSHIP & OFFICIAL REGISTRATION: MR. NICK LAYCO — REGIONAL DIRECTOR

To ensure strong, capable, and accountable leadership, we have appointed Mr. Nick Layco as the Regional Director of PAMANA Cooperative for the NCR and national expansion.

Mr. Layco brings deep experience in community development, cooperative management, and local governance — and above all, he shares our unwavering commitment to integrity, transparency, and service to the people. His role includes:
✅ Leading the NCR operational team
✅ Overseeing all project development (starting with Mauban and Tanay)
✅ Guiding the 64 Ambassadors in their regional expansion work
✅ Managing all legal and administrative requirements for registration and compliance

PAMANA Cooperative will be officially registered under Philippine laws as a legitimate, recognized cooperative — structured exactly according to our G5–G64 framework, fully compliant, and legally protected. This registration ensures our work is secure, our assets are protected, and our members’ rights are guaranteed.

🤝 4. FINANCIAL FRAMEWORK: 40% SHARE TO ECPP e.V. BERLIN — FAIR, TRANSPARENT, AND DESERVED

As we have agreed from the very beginning, 40% of all net profits and share value generated by PAMANA Cooperative projects is allocated to ECPP e.V. Berlin.

This is not a payment, nor a tax — it is the fair, agreed recognition of your essential role as our founding partner, our legal guardian, and our source of support:
✅ It honors the investment capital and grant funding provided by ECPP e.V. Berlin members in Germany — resources that made it possible for us to acquire land, start projects, and build our system from the ground up
✅ It supports the ongoing work of ECPP e.V. Berlin: legal oversight, international governance, global partnership development, and protection of our model under European standards
✅ It sustains the framework that keeps us safe, transparent, and trusted worldwide — the very standards that make our cooperative system stronger than any other in the Philippines

Every cent of this 40% share is tracked, recorded, and visible on The BOSS Platform — so every member, every partner, and every stakeholder can see exactly how these funds are used to strengthen our movement, expand our reach, and protect our mission.

This structure is fair, it is sustainable, and it is exactly what makes our German-Filipino partnership unique: we build together, we grow together, and we prosper together.

🌍 5. WHAT THIS MEANS FOR OUR FUTURE

This first NCR group, these 64 Ambassadors, and our Mauban pilot project are not just steps — they are the blueprint for everything that follows.

From here:

1. We prove that our model works: local leadership + German standards + community ownership = abundance
2. We expand: 64 Ambassadors → 17 regions → thousands of communities → millions of Filipino families
3. We deliver: livelihood, housing, food security, and a secure future for all — including our returning OFWs, our farmers, and every family who has been left behind for too long

Everything is aligned. Everything is agreed. Everything is ready.

We are proud to present this progress to you, our partners in Berlin. This is your work made real. This is the vision we built together, now growing in the soil of the Philippines.

Onward to building a self-sustaining, prosperous nation — united, transparent, and free.

Respectfully submitted,
