What It Means for a "Freeman"
This simple phrase destroys the idea of passive waiting. It teaches a powerful concept called Tawakkul (Trust in Allah) with Amal (Action).
Do Your Part (Tie the Camel): Allah has given you intellect, strength, and resources. You are expected to use them. You must take all practical, logical, and necessary steps to achieve your goal or protect what you have. This is your act of stewardship.
Then, Trust God with the Outcome: Once you have done everything in your power—once you have "tied the camel" tight—only then do you release your worry and trust that whatever happens next is Allah's will. You don't trust in the rope; you trust in Allah, but you use the rope He provided because you are not foolish.
